Role Summary:

 

The Senior Consultant is responsible for overseeing the review, interpretation, and dissemination of current and proposed laws and regulations related to employment within the APAC region. This role provides consultation and advice to partners regarding HR Compliance risk avoidance and is responsible for working with corporate compliance to ensure regulatory compliance on employment related items. You will further be required to establish business development strategies to minimize risk and assure compliance with applicable employment laws and regulation.

 

The role is positioned under the oversight of the APAC Head of Employee Relations, the Global Head of Employment Legal and aligned to the global HR Risk and Compliance framework.

 

We are open to either Consultant or Senior Consultant for this role depending on experience.

 

What you will do:

 

  • Act as a subject matter expert within the company for HR Risk & Compliance related inquiries in the APAC region.
  • Monitor employment law- related legislation, regulations, legal developments applicable to Northern Trust, through researching legal and regulatory obligations. with local labor and employment attorneys.
  • Provide oversight and participate or lead projects to ensure timely implementation of HR Compliance programs, statutory and laws, regulations, rules and standards, through policies and procedures and other documents. Translate legal and regulatory obligations into system or process requirements.
  • Monitoring, test and document the effectiveness of controls designed to meet obligations on a regular, and ongoing basis. Responsible for facilitating improvements in policies, practices, procedures based on identified gaps. Working with appropriate Legal,  HR, compliance, risk or business unit representatives to plan, develop, and implement solutions.
  • Subject matter expert on regulatory regimes (BEAR, MIC, Singapore Accountability Regime) and regulatory HR Compliance matters for relevant APAC countries. Responsible for relevant HR regulatory reporting for each country;
  • Liaison between HR and compliance, risk and audit in the region. Responsible for coordination and oversight in relation to the HR aspects of internal and external audit and testing and any government oversight activities.
  • Engage relevant stakeholders, including local, regional and global HR, country and regional senior management, etc on HR Compliance programs and applicable laws, regulations, rules and standards, including keeping them informed of developments or changes that may affect their area. Collaborate closely to understand local impact of any required changes.
  • Partnering with the HRCF, Legal  and ER and/or managers to facilitate and ensure effective content and delivery of relevant training materials;
  • Managing annual Handbook review
  • Carrying out activities that may be large in scope, cross-functional and technically difficult
  • Operate independently; has in-depth knowledge of the employment legal environment in APAC and HR Compliance risk avoidance.

 

About You:

 

  • 5-7 or more years’ experience, preferably in Compliance or risk management, HR governance, controls or risk; or equivalent related experience.
  • Knowledge of risk management and the Company's strategic goals, including HR strategy HR policies/practices/procedures. .
  • In-depth knowledge of applicable employment laws and regulations in APAC, acquired through formal education and work experience. Legal background preferred.
  • Analytical and communication skills are necessary to consult with and communicate information; to analyze and summarize information; and to apply laws and regulations to the Company's business.
  • Proven ability to collaborate and drive consensus to resolution
  • Demonstrable analytical and reporting skills
